Those listed as active here are the people who are known to come to Legacy on occasion, though possibly rarely due to time constraints.

The inactive listing includes apparently retired players, retired characters, and those players who have been unable to play at all for a while. Any player is welcome to submit their character's backstory and information for inclusion.
